Imperfect competition, the marginal cost of public funds and public goods supply
نویسنده
چکیده
This paper analyses the impact of changes in product market competition on the marginal cost of public funds (MCPF) and public goods supply when distortionary commodity taxes are used to raise revenue. First, less competition (measured by a switch from Bertrand to Cournot conduct, or a decrease in the elasticity of demand) does not necessarily raise the MPCF. Second, even if it does, optimal public good supply does not necessarily fall. The paper also presents a method for modelling Bertrand and Cournot competition in general equilibrium that may be of independent interest. 2002 Elsevier B.V. All rights reserved.

Integrating Expenditure and Tax Decisions: The Marginal Cost of Funds and the Marginal Benefit of Projects
This paper seeks to clarify the extent to which the rule for providing public goods ought to correct for the distortionary cost of raising funds. We argue that, in evaluating public projects, the marginal cost of funds (MCF) concept must be supplemented by a symmetrical concept, which we label the marginal benefit of public projects, or MBP, which indicates the value to individuals of the dolla...

متن کاملA Note on the Optimal Supply of Public Goods and the Distortionary Cost of Taxation
In a recent article, I demonstrated that, under standard simplifying assumptions, it is possible to finance a public good in a manner such that a Pareto improvement results whenever the simple cost-benefit test is satisfied -that is, without any adjustment for the “marginal cost of funds.” In particular, the method of finance involves adjusting the income tax so that the combined incidence of t...

متن کاملEvaluating Public Expenditures When Governments Must Rely on Distortionary Taxation
The evaluation of public expenditures is a central concern of development economics-and a concern highlighted by the increasingly stringent budget constraints in both developing and developed countries. This task has also become increasingly difficult as governments have moved their focus away from providing private, tradable, goods towards public goods that are provided either without charge, ...
